Glossary
Short meanings for the words on the kit. The state guides have the citations.

SWMS
Safe work method statement. The document required before high risk construction work. It lists the work, the hazards, the controls, and who is responsible. It has to match the site.
HRCW
High risk construction work. 18 categories under the model WHS Regulations (reg 291). 19 in Victoria, where tunnels are listed on their own. The ACT adds processing crystalline silica material with a power tool or other mechanical method. From 17 July 2026, NT residential construction uses a fall of more than 3 m; other NT construction stays at more than 2 m.
PCBU
Person conducting a business or undertaking. The model-law name for the duty holder. Victoria says employer or self-employed person instead.
HSR
Health and safety representative. In Victoria, affected employees and their HSRs are consulted on the SWMS.
Principal contractor
On a construction project the SWMS is given to the principal contractor before high risk work starts. The model threshold, used in NSW, Queensland and Tasmania, is construction work costing $250,000 or more. South Australia is $450,000. The Northern Territory is $1,000,000 from 28 May 2026. Western Australia uses 5 or more persons working, or likely to be working, at the same time. The ACT also counts demolition or refurbishment of loose-fill asbestos insulation.
JSA / JHA
Job safety analysis or job hazard analysis. A useful tool. It is not the legal SWMS trigger. See SWMS vs JSA.
Toolbox talk
A short conversation with the crew about one hazard. The kit includes five. It does not replace the SWMS.
Hierarchy of control
Eliminate the hazard if you can, then substitute, then engineer, then administrative controls, then PPE. A SWMS should show that order, not a risk matrix.
LOTO
Lock-out / tag-out. Your lock, your tag, and a test for dead before work on electrical equipment.
EWP
Elevating work platform, including a scissor lift. Under the model rules, a fall of more than 2 metres is high risk construction work.
Site-specific
This address, this crew, these hazards. A generic template that still describes another job is the usual reason a principal contractor rejects a SWMS.
Notifiable incident
The kind of incident the regulator must be told about. The SWMS is kept, and the work stops until it matches the SWMS or the SWMS is revised.
Model WHS
The harmonised work health and safety laws used in NSW, QLD, SA, TAS, ACT, NT and WA. Victoria did not adopt them.
